Samuels said "we'll be able to tweak things out. This is the money fight for Pacquia and Cotto and the things that we are having right now like stalled negotiations is just normal."

Jeng Gacal (Pacquiao's lawyer) and myself will go over this Sunday, said knockz, who's on the Philippine Airlines flight in Manila from L.A last Friday. Arum has informed Team Pacquiao about the promotional tour. The earning potential of the bout on pay-per-view to be maximized. Arum will tour the boxers in US cities like New York, San Francisco and Los Angeles, Cotto's territory of San Juan Puerto Rico and even Mexico City.

Department of Education issued No. 74 which directs the gradual institutionalization of Mother Tongue-Based Multilingual Education (MLE) in the country's public and private schools.

The MLE is a method whereby the students are taught to read, write, think, and communicate in their mother tongue. For example, Cebuano is a language of instruction in schools where Cebuano is the language used and spoken; Hiligaynon in Iloilo and Bacolod, Tagalog in Manila and Laguna; and Ilocano in Ilocos provinces.

Teachers attended the MLE teacher training at the UP last summer. Teachers sarid that one problem in teaching pupils is that they just stare into space when concepts are taught in English which is Foreign to them. But when explained in their language, the pupils' eyes light up, an indication that they understand what the teacher is talking about. Most of the high school graduates are weak in their ability to communicate, think logically and solve problems in English language.

Large scale research during the last 36 years has provided compelling evidence that the critical variables in English Development in children is not the amount of exposure, but the timing and manner of exposure to a second language that is important; that children gain a foundation for learning first in their mother tongue; which then, they can transfer these crucial learning skills into the learning of the foreign language like English.

Since 1990, France and Philippines were partners in the archeological science under the research exchange program between the National Museum of the Philippines University and the French National Museum of Natural History. The two countries having allowed for sharing the great deal of data and expertise in the field of archeology.

Researchers worked together in Prehistoric sites in Palawan like the Tabon Caves, where the Homo Sapiens fossils in Southeast Asia have been discovered. They also worked together in the schools in Cagayan Valley.

In 1990, Filipino - French scientist collaboration in archeology was initiated after Dr. Eusebio Dizon curator of National Museum extended an invitation t ohis colleagues at a meeting in European Association of Southeast Asia Archeologists. This created the Erasmus Mundus exchange program.

The Erasmus Mundus exchange program allowed Filipino students to pursue graduate studies in France. ASEM DUO and Erasmus Mundus, these two European programs allowed exchange programs of teachers and students.

In 2005, Archie Tuazon, a Filipino researcher spent three years in France for an intensive program in Archeology. Four French student's Julie Arnaud, Marie-Alice Martin, Carole Ridel and Guillame champion enrolled in UP's Archeological Studies program for three months and studied Southeast Asian History.
